Abstract (English):
The article deals with the problem of Russian education system transition to the new competency based model aimed to the quality improvement and meeting growing staff requirements of industries. It states basic provisions and content of engineering and technology innovations which determine new technological paradigm formation and as a result development of integrated set of common cultural and general professional employee competencies. Variations of Russian maritime education transition to the European two-level training system, its positive and negative aspects are considered as well.
